All public KPIs and metrics on PayFlorida use a rolling 365-day window—not an all-time database total. That keeps the numbers current and comparable as inventory ages out.

What counts: sale date, then notice date, then discovery date (first available wins). Records with no date on file are excluded from the math. The same window applies to vault counts, CRM KPIs, county overlook, phone %, vault %, notice %, validated %, enriched %, alive count, and total surplus.

In PayFlorida feeds, 0-lien (or “free and clear”) is a research flag, not a legal opinion. It means our pipeline did not detect recorded mortgage, judgment, or similar encumbrances in the county clerk and related public-record sources we index for that case at capture time.

It does not guarantee the property or surplus is free of all claims. Federal tax liens (IRS), municipal code liens, unrecorded interests, competing surplus claims, and other superior encumbrances may still exist and can take precedence over surplus funds under Florida law.
